The Highlands Water Protection and Planning Act of 2004 mandated the creation of a fifteen-member Highlands Water Protection and Planning Council — known as the Highlands Council. The Highlands Council is charged with carrying out the provisions of the Act, including the implementation the Highlands Regional Master Plan (which was written by the Council and adopted in September, 2008). The members are appointed by the governor, and include public officials and citizens from the Highlands region, as well as members of both major political parties.
