The New Jersey Highlands Coalition routinely comments on matters of concern at municipal, county, state and federal agency and legislative hearings, providing both written and oral testimony. Submitted written comments are archived at the Comments to Agencies section of our website. The Coalition also engages in lobbying, to the extent allowed under IRS regulations for a 501(c)3 non-profit organization. In order that the Coalition’s interests can be represented in the NJ Statehouse, Elliott Ruga, our Policy Director, frequently meets with State legislators, executive branch officials and Elliott provides testimony at agency and legislative committee hearings.
